The bill now awaits presidential sanction<\/strong>.<\/p>\n This reform regulates the collection<\/strong> of the Contribution on Goods and Services (CBS)<\/strong>, the Tax on Goods and Services (IBS)<\/strong>, and the Selective Tax (IS)<\/strong>, which will replace PIS, COFINS, ICMS, ISS, and partially IPI<\/strong>.<\/p>\n The House rejected some amendments introduced by the Senate<\/strong>, including: Following these modifications, the reference rate for IBS and CBS is expected to be around 27.8%<\/strong>, subject to confirmation in the coming years.<\/p>\n Medications<\/strong>: 383 medications will have a zero tax rate<\/strong>. Other medicines not listed<\/strong> will benefit from a 60% reduction in the general tax rate<\/strong>.<\/p>\n Sanitation Services<\/strong>: The House rejected the tax reduction<\/strong> approved by the Senate.<\/p>\n Commerce<\/strong>: Commercial representatives<\/strong> will not receive a reduced tax rate<\/strong>.<\/p>\n Veterinary Services & Pet Health Plans<\/strong>: 30% tax reduction<\/strong> for pet health plans<\/strong>.<\/p>\n Sugary Beverages<\/strong>: The Selective Tax (IS) will apply<\/strong>, as initially proposed.<\/p>\n Football Corporations (SAF)<\/strong>: The 8.5% tax rate<\/strong> for Sociedades An\u00f4nimas de Futebol (SAF)<\/strong> remains unchanged.<\/p>\n Split Payment System<\/strong>: Mandatory in the retail sector<\/strong> and will be automatically processed by major payment systems<\/strong>. A manual version<\/strong> will only be allowed if the payment system does not support automatic tax splitting<\/strong>.<\/p>\n Cashback<\/strong>: 100% refund of CBS<\/strong> and 20% refund of IBS<\/strong> on electricity, water, gas, and telecom bills<\/strong> for low-income individuals<\/strong>.<\/p>\n The transition period will last 8 years (from 2026 to 2033)<\/strong>, during which current taxes will be gradually phased out<\/strong> as CBS and IBS are introduced<\/strong>:<\/p>\n 2026<\/strong>: Introductory tax rates<\/strong> of 0.1% for IBS<\/strong> and 0.9% for CBS<\/strong>, with compensation allowed against PIS and COFINS<\/strong>.<\/p>\n 2027<\/strong>: Full implementation of CBS<\/strong> at the reference rate<\/strong>, with the elimination of PIS and COFINS<\/strong>.
